Citation:

During the operations against Pakistan in December 1971, Flight Lieutenant Prem Bhushan Kalra took part in six bombing missions. On every mission, he was instrumental in spotting the source of ground fire and in taking effective counter measures. Though his aircraft was hit on three occasions, he continued with the missions. On 15 December, he undertook a mission deep inside enemy territory. The fading light and poor visibility made navigation extremely difficult. He reached the target and bombed it.

Throughout, Flight Lieutenant Kalra displayed gallantry, professional skill and devotion to duty of a high order.
