Citation:

During the operations against Pakistan, Lieutenant Vijai Prakash Kapil was with a small naval unit which was part of a force which attacked the harbours of Mangla and Khulna on 7 December 1971. During the attack, his ship came under heavy air attack and had to be temporarily abandoned. Despite the danger to his life, he continued to help his men out of the ship and carried the wounded to land. After having landed his men ashore, he attacked the enemy ground forces and silenced them.

Throughout, Lieutenant Kapil displayed gallantry, leadership and devotion to duty of a high order.
