Citation:

On 3 July 1948, at Gumri in J&K, Jemadar Sampooran Singh was in command of a platoon picquet. The enemy attacked this picquet with two companies supported by two 4.2/3.7 guns, two 3-inch mortars, three MMGs, five Brownings and three 2- inch mortars. The enemy reached within about 200 yards, of an outpost, which was the key position to the picquet. Appreciating the critical situation, this JCO rushed forward with a couple of men to the outpost crossing some 80 yards of heavily blitzed area, without giving the slightest thought to personal safety. His presence there infused the men with invincible spirit. The enemy after a break of about an hour put in a very big fire attack, which was completely defeated. Four hours later, the enemy launched his biggest attack only to be pushed back with heavier losses.

With sheer guts and determination, Jemadar Sampooran Singh completely overwhelmed the superior enemy causing him at least 60 casualties. This JCO showed most inspiring leadership and indomitable courage over a long period under most trying conditions, commanding complete confidence of the men under his command.
