Citation:

On 10 December 1947, during the attack on Mandiala in Jammu & Kashmir, Lance Naik Phuman Singh was in command of a section of the left forward platoon, which was held up by accurate fire from two enemy snipers, from well-protected and concealed positions. Lance Naik Phuman Singh, utterly regardless of the intense fire, stalked alone to within grenade throwing distance and killed both the snipers, thus clearing the way for his platoon for further advance. Another sniper shot at him from 10 yards. He escaped narrowly, but this only infuriated him. With amazing speed he put his bayonet through the sniper.

In these two actions he displayed remarkable grit and set a fine example of selfless devotion to duty, individual gallantry and high skill at arms.
