Citation:

On 14 December 1948, Major Shivaji Wasudeo Shahane was detailed to go up in an aircraft to locate and engage enemy positions at Batot and Bagsar. As he flew over the enemy area, he was met by heavy anti aircraft fire, but without caring for his personal safety, he reconnoitered an enemy battery and engaged it. As observation was difficult he came back and went up again for cross-observation. He was again greeted by anti-aircraft fire, but he neutralised the enemy battery. Later, he located two other enemy gun positions. 

Thus by his dauntless courage, dogged determination and skill in airmanship, he carried out his mission successfully from an unarmed aircraft.
