Citation:

Captain Kul Bhushan Upreti, commissioned in ASC, joined 19Ih Battalion of the Mahar Regiment on attachment for three years. During this period, he consistently displayed a high degree of courage and gallantry in a series of operations against the enemy. On the night of 10 June 1999 as Second-in-Command of a team, he displayed great courage and initiative in spearheading the attack on enemy post from one flank on the Line of Control. He led his group within 50 metres of enemy posts regardless of personal safety and fired his rocket launcher accurately into the loophole of enemy's sangar and destroyed the same along with the occupants. This helped in the successful destruction of the enemy post.

Later as post commander of Protective Patrol, Captain Upreti led the hot pursuit of an enemy patrol found lurking on our side of the Line of Control, into a neighbouring enemy post. In spite of being wounded in the firefight, he destroyed two sangars using a rocket launcher and personally shot dead four enemy soldiers at the enemy post. At the Post, around first light of 05 August 1999, Captain Kul Bhushan Upreti heard sounds of firing of a nearby patrol clash. Without delay he swung into action with a rocket launcher detachment and outflanked the enemy patrol. The enemy fled while own patrol was pinned down by effective fire from sangars of neighbouring enemy post.

Captain Upreti was wounded during the ensuing firefight shrapnel from a grenade thrown by the disengaging enemy patrol. With utter disregard to his safety, the wounded officer crawled forward, closed in with the offending enemy post and handling the rocket launcher personally destroyed on sangar. Captain Upreti continued to pursue the fleeing enemy patrol by fearlessly jumping into the communication trench of the enemy patrol. He dauntlessly charged along the trench, entered the enemy sangar and single handedly shot dead four enemy soldiers at point blank range. He then provided covering fire for his party to withdraw and was the last to leave the post, along with his buddy.

Captain Kul Bhushan Upreti displayed outstanding valour, dogged determination and rare aggressiveness in the face of enemy fire.
